Type approval rules
According to doc. 2.3.55 Edition. 1
QUALITY REQUIREMENTS FOR MANUFACTURERS
The manufactory must have a documented system for factory production control (FPC) which includes all the requirements of the applied standard, SFS 1300.
Quality system
The quality system shall be documented and must include at least:

organisation, responsibilities and authorities
-
system for self-control with verification of compliance and corrective actions for non-compliancies
-
System for production control which shall include all necessary routines and instructions
Personnel
The management shall ensure that all staff have relevant competence and qualifications.
Responsible operations manager and deputy responsible operations manager
At every producing facility there shall be a person responsible with sufficient qualifications and authorisation to ensure that the product complies with the intended properties in ongoing production. Responsible operations manager should not be the quality manager.
Quality manager
At every producing facility there shall be a designated quality manager which is responsible for the FPC-system.
Test laboratory for internal self-control
Internal laboratories
The staff shall have the competence to perform tests ensured
Building and work space must be in such condition that it facilitates for correct execution of testing such as lightning, temperature and working environment
Instructions, testing methods, manuals and routines shall be avaliable for all personnel
Testing equipment shall be calibrated
External laboratories
The external test laboratory should be seen as their own laboratory
External laboratories for reference testing shall be accredited according to EN ISO/IEC 17025 – General requirements for the competence of testing and calibration laboratories
Type approval costs
The cost of type approval at a new site and the annual cost for already approved factories is set by the board of GlobeCert AB each year in September for the following year.
CERTIFICATION FOR TYPE APPROVAL
Certifiering includes four types of inspections:

initial inspections
-
continuous inspections
-
reassessments
-
extra inspections
According to the Building Production Ordinance, assessment and continuous inspection of the steel products must be carried out in accordance with system 1+.
System 1+ includes:

An assessment of the product's performance due to testing (incl. sampling),
-
Calculation, descriptive documentation of the product.
-
An initial inspection of the production facility and production control at the factory.
-
Continuous monitoring, assessment and evaluation of factory production control.
-
Audit testing of samples taken at the manufacturing plant or in
the manufacturer's stock.
GlobeCert AB’s representative shall have access to all the facilities, journals, test reports and all documents which could be of interest for the type approval or the carrying out of the inspection. Responsible personnel shall be available at site.
Initial inspection
Shall include the following:

Initial type testing
-
Factory production control (FPC)
-
Initial inspection
If major non-conformities are discovered they shall be closed prior to the decision is issued.
If minor non-conformities are discovered an agreement shall be made within which time the response shall be sent to GlobeCert AB.
Evaluation of confirmity for type approval is made on the basis of results from the inspection test results
A type approval decision is issued with a validity of 3 years and the factory is added to the list of manufacturers with approved decision
Manufacturer of products included in the type approval are obliged to mark the delivery note and the label attached on the product with GlobeCert AB´s logotype, STF-symbol as well as type approval number.
GlobeCert AB´s logotype, STF-symbol and type approval number shall only be used in this way.
Continous inspections
Continuous inspections are performed twice (2) a year with continous surveillance, evaluation of FPC as well as inspection testing.
Minor non-conformities shall be corrected before the next inspection
Major non-conformities shall be answered and approved by GlobeCert AB within 1 month
Reassessment
Reassessments are carried out as an initial inspection with the same requirements and shall be carried out within 3 years
Misuse of type approval decision
If it comes to GlobeCert AB’s attention either via the auditor or in some other way that the manufacturer is not fulfilling its obligations as per the product type approval agreement or is misusing the tyep approval decision issued in any other way, one of the following forms of action will be taken:

The factory will be contacted immediately to determine the reason and the consequences for customers. If action is not taken to correct the errors within 3 months, the type approved product will be withdrawn. The factory is responsible for recalling products not fulfilling specified requirements.

In the event of serious non-conformities, the factory must take immediate action (max one month) which shall be approved by GlobeCert AB. If the factory not has reported or taken action within one month a written warning of cancellation of the type approval decision is sent. After this the company has one month for reporting that actions have been taken. If actions taken are not enough and do not get approval from GlobeCert AB, the type approval decision will be withdrawn effect immediately.
The following applies on withdrawal of type approval decision:

The factory will lose the right to use GlobeCert AB’s logotype, STF-symbol and type approval number at lables.

The factory will be removed from the list of type approved products decision.
-
The agreement of type approved products will be terminated.
GlobeCert AB will notify the manufacturer in writing of any action taken above..
